In 2024, Moldova adopted its Law on Climate Action (Law no. 74 of April 11, 2024), which lays the groundwork for introducing a carbon pricing instruments as part of its broader climate policy framework. The law takes effect in January 2026 and provides a framework that is aligned with Moldova’s climate commitments, or Nationally Determined Contributions (NDCs), and its National Energy and Climate Plan (NECP).
Objectives & Activities
The PMI Program in Moldova is providing technical assistance to support the country deepen its understanding of carbon pricing instruments and assess its readiness to introduce a carbon pricing, including:
- Assessing the total carbon price, including considering existing indirect carbon pricing, for example through fuel excise taxes
- Estimating potential exposure to, and impacts of, the European Union’s (EU) Carbon Border Adjustment Mechanisms (CBAM)
- Evaluating macroeconomic and social implications of carbon pricing to inform equitable and effective policy design
- Assessing Measurement, Reporting and Verification (MRV) readiness assessment to support the introduction of a carbon price and help businesses prepare for requirements under the EU CBAM readiness
- Developing a carbon pricing roadmap to identify a strategy for the design and phased implementation of a domestic carbon price, with potential for alignment and integration with the EU climate architecture
