The Carbon Pricing Leadership Coalition is a global advocacy initiative launched at COP21 in 2015 to advance carbon pricing and build high-level support across the public and private sectors. It is a platform for collaborative leadership bringing together over 320 partners—including governments, businesses, and civil society organizations—committed to promoting carbon pricing as a cost-effective policy tool for economic development and climate action.
CPLC advanced its mission through three work streams: i) convening high-level dialogues; ii) generating a strong evidence base through flagship reports and tools; and iii) engaging the private sector in country-level carbon pricing efforts.
Over the years, CPLC has made lasting contributions to the global carbon pricing agenda. Its landmark report by the High-Level Commission on Carbon Prices has provided critical guidance on the carbon price levels needed to meet the goals of the Paris Agreement. The FASTER Principles played a key role in translating complex technical concepts into clear, actionable guidance tailored for high-level decision makers, helping them understand and implement effective carbon pricing policies in practice. CPLC’s support and dialogue in countries such as in Singapore, Brazil, South Africa, and India, helped seed political momentum and stakeholder engagement globally.
Today, carbon pricing is firmly embedded as a key instrument in national and international climate strategies. Building on the achievements of CPLC, the Partnership for Market Implementation (PMI), alongside a range of technical and institutional partners, now leads the way in advancing research, supporting country implementation, and facilitating global knowledge exchange as the focus moves from high-level advocacy to on-the-ground delivery.
